Throughout his career, he has played a pivotal role in shaping and executing comprehensive housing strategies and community revitalization initiatives across diverse and often underserved communities.
A nationally recognized authority in long-term disaster recovery, Earl has developed specialized expertise in leveraging the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) program. He has successfully guided numerous jurisdictions through the complexities of post-disaster recovery, helping communities rebuild infrastructure, restore housing, and strengthen economic foundations while ensuring compliance with federal regulations and local priorities. With a strong background in strategic planning and operational execution, Earl has designed and led cross-sector initiatives that align federal, state, and local resources to address systemic housing challenges.
